Citation indexing
The point at which a new listing is live, publicly reachable and seen by search engines, as opposed to merely submitted.
A submitted citation is not yet a citation. Directories moderate new listings, some publish instantly, others take days or weeks, and search engines only count what they can crawl on a public page.
The practical test is whether the public listing page shows your exact NAP to an anonymous visitor. That is the standard we use before counting a listing as live.
